Check your email settings
Double check and re-enter your email account password, username, incoming and outgoing servers.
Are you running an antivirus application?
If you’ve got an antivirus application installed, disable it and try checking your email again. Antivirus applications usually load their own e-mail scanning feature which can interfere with Outlook.

Is your firewall blocking a port?
If you are running a firewall on your computer it can sometimes cause this issue. Temporarily disable your firewall and check your e-mail again to see if it resolves the error. If it does, check the settings of your firewall to ensure that it is not blocking your email access.

Recreate your email account in Outlook
